Suggest that each year of bar should count one year in time scale subject to limit shown in your despatch instead of one increment with halt in the second year. Otherwise officer with one year's Government service would be at initial disadvantage compared with officer with one year at bar. Recommend in tables DE 5 accompanying my despatch No. 491 residential allowance starts after three years' agreement completed, not after two years irrespective of step in the time scale at which the officer starts. I agree to legal scale £700 £700 £760 ete.
